An edge-break or a deburr requirement is almost never dimensioned next to the feature it controls. It is declared once, in a corner of the sheet, and it applies to everything - every hole, every fillet, every machined face. There is no balloon sitting next to it asking to be counted. So when the form is built by hand, late, against a deadline, it is the line that quietly does not make it.
Then the part ships, and a customer's receiving inspection asks where the edge-break characteristic is on the FAIR. It is not a rework problem. It is a did-you-actually-inspect-this problem - the kind that costs approvals, not hours.

Edge break and chamfer requirements, and why FAI keeps missing them.
On a precision-machined or sheet-metal part, the edges matter as much as the faces. A sharp edge is a stress riser, a handling hazard, and a coating-adhesion problem - so drawings call out how every edge must be treated. The trouble is where they call it out.
A chamfer is the easy case: a defined bevel, dimensioned next to its feature, such as 0.5 × 45°. It has a balloon and it gets counted. An edge break is the hard case. It is a small, often undimensioned relief of a sharp corner, and it is usually declared as a single blanket note - BREAK ALL SHARP EDGES 0.15 MAX, or REMOVE ALL BURRS - that governs the entire part without ever sitting beside a feature.
Why the blanket note is the most-missed characteristic
First Article Inspection per AS9102 expects every requirement on the drawing to become a numbered characteristic on the Form 3, including the note-driven ones. But a blanket edge-break note has no obvious home. There is no dimension to circle, no leader to follow. When a quality engineer is ballooning a dense aerospace print by hand at the end of a long day, the corner note is exactly the thing the eye slides over. It is not carelessness; it is the shape of the work.
Where these requirements actually live
Three places, mostly. In the general notes as a blanket statement. In the title block as a default edge condition. And near a feature as an ISO 13715 edge-state symbol, which encodes the allowed burr or edge break with a value and a sign. Each one is a real, inspectable requirement, and each one is read past for the same reason: it does not look like a dimension.
